0005: DevKit owns its ports and resolver exclusively

Context
Section titled “Context”Other local development tools may also want ports 80 and 443 and the .test resolver. Sharing them leads to confusing failures.
Decision
Section titled “Decision”DevKit owns 127.0.0.1:80/443 and /etc/resolver/test. It never reads or changes other tools’ files and never stops other programs. When a port is busy, it names the program and asks you to quit it. It starts with no sites rather than importing from other tools.
Consequences
Section titled “Consequences”Behaviour is predictable and removal is clean. People switching from another tool quit it first.
